Sole responsibility for a financial process analysis of the creation of the brand new IndyGo Blue Line express bus service in Indianapolis.

The various funding sources.
Financial challenges.
Implementation challenges.
Political and community support analysis.
A key finding in my research was how the state department of transportation, through prioritization of non-transit projects, new drainage requirements imposed by the local public works and utility agency, and federal Buy-American requirements preventing IndyGo from buying internationally-built electric buses, have run up the Blue Line’s cost.
This fiscal analysis was completed for my Masters in Urban Planning and Policy Transportation specialization course, Transportation Project Funding.
"The Blue Line’s cost overruns have been beset through a combination of factors. These include regulations mandating Buy American, which will result in buying less efficient all- electric buses; inflation, which has increased the cost of construction; and most especially drainage requirements established by DPW and CEG, that account for 42% of the new estimated cost, or more than three times the amount of a comparative project like the Purple Line."
